I'm pretty sure put a post limit on the newbie section...
And as for the arcade...can't help you there. Did you try going now that you have more than 50 posts?

There is a post limit in the newbie section, of a certain number of posts within half an hour, and you need 50 posts for the arcade

Now you've got 55 posts, try again... if it's still not working, I can't help :(
