The easiest way to do it is to put them in your Adobe Brushes folder. Do this by following this:
Adobe folder > Presets > Brushes
If you put them on there, Photoshop will automatically read them.
Now, re-open Photoshop and click your brush tool, then click the down arrow on the top toolbar that's right next to your selected brush. Next, click the right arrow of the new box that popped up. Now, you'll see a list of brushes. Just pick what one you want to use. :)
Some brushes are uncompatible with Photoshop 7 and lower.

Yes, some are not compatible with PS7 and lower
and that's because it's only for Photoshop CS.

You should try making your own brushes, get an image you like with some strong value changes (something brushworthy, photos etc. will end up wierd) and go EDIT>DEFINE BRUSH :D

Yeah I make brushes all the time for myself. I make snoflake oes are hearts, just whenever I need a lot of something for a particular project, and I want to have more freedom than a pattern.
