That would be their signatures, where people often refer to their images there as 'banners' and whatnot. Go here:

User CP --> Edit Signature

I take it you don't go to many forums like this, but anyhow from there you would need to insert your image. Use an image hosting site such as ImageShack (http://imageshack.us) to upload your file. When you have done this you can insert the picture into your Signature by either using the 'Image Code' put image link hereOr insert the image automatically by clicking the... 'Insert Image' icon which is located on the vBCode line, where the buttons you use to bold text and whatnot are located.

If I missed the point completely and you know all of this and are asking how to actually make your own images, well this is the wrong area for that. ;)

Traz has hopefully covered your query there, please bare in mind the current restrictions on images in signatures (which we call banners, due to the oblong banner shape I guess, I really have no idea xD) is 500 pixels wide, anything wider then that tends to distort the forum layout ^^ as well as imageshack there's also sites such as Photobucket (http://www.photobucket.com)

If you'd like to request any graphics then feel free to do that in the appropriate forum =) I'm sure someone will oblige.

On a side note~ there's no need to post in caps lock, we can all understand without the capital letters =P

Depends what you mean... If you have a link to the image that you would like to have in your signature (i.e. it is hosted elsewhere) you could list that and I'd quickly upload it via ImageShack (or Photobucket.) and give you the link to attach to your Signature... Though it's pretty simple and you could easily do it yourself. The interface of ImageShack makes the whole process neat and tidy.

Anyhow failing that, you could just attach the image to your post if it is on your computer and a similar thing could be done. If you want to go this route, go to Post Reply (not quick reply.) and in the lower section of the page you will find 'Manage Attachments'. Upload the file from your computer by selecting the 'Browse' button... Someone will then help you out if I don't get to it in time. ;) Don't worry; everyone was new to forum-going at some point...
